Security Clearance Guideline F: Financial Considerations

A Statement of Reasons for Financial Considerations is the most common Statement of Reasons issued. How are Financial Considerations a contributing factor on whether the Government issues you a Statement of Reasons and determines if you are a threat to National Security? If you have received a Statement of Reasons, I would highly suggest you contact a dedicated Security Clearance Defense Lawyer. Your Security Clearance is most likely vital to keeping your job. If the Government moves forward with your Statement of Reasons and you are found to potentially be a threat to national security you will probably lose your job or duties in the armed forces.
The Concern with Financial Considerations is that an individual who is financially overextended is at risk of having to engage in illegal acts to generate funds. Unexplained affluence is often linked to proceeds from financially profitable criminal acts. Defense Directive 5220.6 lists several conditions that could raise a security concern and may be disqualifying. The conditions include a history of not meeting financial obligations. Deceptive or illegal financial practices such as embezzlement, employee theft, check fraud, income tax evasion, expense account fraud, filing deceptive loan statements, and other intentional financial breaches of trust. Inability or unwillingness to satisfy debts. Affluence that cannot be explained through legal means. Financial problems that are linked to gambling, drug abuse, alcoholism, or other issues of security concern.
There are several conditions that could mitigate the security concerns. Some of the reasons are the behavior that gave rise to the security concerns was not recent behavior. Another reason is that the behavior was an isolated incident. Furthermore, the conditions that resulted in the behavior were largely beyond the person’s control (e.g., loss of employment, a business downturn, expected medical emergency, or a death, divorce or separation). The person has received or is receiving counseling for the problem and there are indications that the problem is being resolved or is under control. The affluence resulted from a legal source. The individual initiated a good-faith effort to repay overdue creditors or otherwise resolve debts. Please note that none of the foregoing should be taken as legal advice and if you have a legal matter you should most likely contact an attorney, even if you decide not to call me you should probably still get in contact with some lawyer.
